What about region lock and possibility to buy a phone for business?

Samsung phones are know to have a region lock - they have to be activated with a SIM card from a region that are targeted for. Would I have a problem activating it with PL SIM card? If I want to buy the phone for business purposes - normally I would provide my VAT number and expected to get the invoice without VAT added (cross border transactions - not subject to VAT). Do you sell to business this way?
